The Department

The Administration and Human Resources department of Chipinge Rural District Council is led by Mr. Takesure Maduveko, the Admin and Human Resources Officer. Its primary purpose is to establish a streamlined and effective administrative framework, underpinned by a suitable degree of formalization, to support organizational operations, human resources planning, and general Council management.

Key functions of the department encompass Human Resources Management, Information Management, Procurement, and overall Administration.

The Committee

The Administration and Human Resources Committee reports to Full Council for ratification of its proceedings and is serviced by the Admin and Human Resources Officer, Mr. Takesure Maduveko.

Responsibilities

The key responsibilities of Administration and Human Resources include overseeing the recruitment, selection, placement, hiring, and dismissal of staff. It is also responsible for implementing training programs for both staff and councillors, as well as preparing the training budget in collaboration with the Finance Committee. The department handles labour relations, enforces the reward system, and manages staff promotions and demotions. Furthermore, it processes employee benefits and claims, designs policies related to the Council’s general administration, and monitors their implementation. It manages and controls assets, and general stores, oversees the procurement of goods and services for the organization, and handles the acquisition, disposal, and auctioning of assets. Lastly, the department prepares the committee’s estimates of income and expenditure and submits recommendations to the Finance Committee.

Committee Composition

The Administration ad Human Resources Committee is composed of eight (8) Councillors appointed by Council. The Committee Chairperson is Ald. Machuwaire Phibeon of Ward 5. The Committee Vice Chairperson is Cllr Murire Runia.

There are six (6) Committee members namely Cllr. Charamba Casper Morgen of Ward 1, Cllr. Dhliwayo Mugwazeni David of Ward 13, Cllr. Sithole Rephias of Ward 16, Cllr. Semwayo Raphias of Ward 21, Cllr. Gapara Shingai of Ward 23, and Cllr. Magama Calisto of Ward 24. The Commitee Officer is Ms. Siphikile Marango. The Committee meets once every quarter for its deliberations.
